The BACS decree, made clear.
Decree no. 2020-887 of 20 July 2020, amended by decree no. 2023-259 of 7 April 2023 (articles R. 175-1 et seq. of the French Construction and Housing Code). It mandates a BMS in commercial buildings based on the power of the HVAC systems.
New commercial buildings whose permit was filed after 8 April 2024.
Existing commercial buildings equipped with HVAC systems above 290 kW.
Deadline postponed by the decree of 26 December 2025 (previously 2027). This is the next major deadline for the existing building stock.
Triggering criterion
The combined rated useful power of the heating, cooling and ventilation systems, not the floor area.
Possible exemption
If a study demonstrates a payback period longer than 10 years.
